All commercial permit applications must be submitted by a fully licensed and bonded plumbing contractor who is registered with Clermont County Public Health.

For review approval, contractors should submit all materials and fees to Permit Central (2275 Bauer Road, Batavia, Ohio 45103). To complete an application for a commercial plumbing permit, the following items must be presented:

1. Zoning

• Contact the local zoning office in the township or village where the job is located.

2. Sewage

• If the facility will have an on-site sewage treatment system, approval will be needed from the Ohio Environmental Protection Agency  prior to any permits being issued.
• If the facility will be on public sewer, please contact the local sewer district for approval.

3. Water

• If the water tap is to be purchased through Clermont County Water, contact the Clermont County Building Inspection Department.

4. Building Permits

• For Clermont County, contact the Building Inspection Department.
• For jobs within Milford City limits, contact the Milford Building Department.

5. Plumbing Permit

• A plumbing permit application may be submitted after all reviews are approved and fees are paid to Permit Central.
• An isometric or straight line drawing including a sealed, stamped plan for review must be submitted for the plan review process.
• Food service approval (where applicable) is required before permitting.
• If the job is within the City of Milford, then a copy of the Milford Building permit, two copies of the proposed plans, and the commercial review fee should be included with the application. Once the plans are reviewed you will be invoiced for the Commercial Base Permit Fee and Fixture Fee.

6. Restaurant/Food Service Licensing Review

• If the project is a restaurant or food service establishment, a review of the facility, equipment schedule, and a menu must be provided to Clermont County Public Health prior to approval for a plumbing permit.

Certificate of Occupancy

A Certificate of Occupancy will be issued by the Building Inspection Department when all inspections have been approved. The occupancy permit ensures that your facility has met all building requirements from the respective Clermont County offices.
